Between 1867 and 2000, the Canadian government sent over 150,000 Aboriginal children to residential schools across the country. Government officials and missionaries agreed that in order to "civilize and Christianize" Aboriginal children, it was necessary to separate them from their parents and their home communities. For children, life in these schools was lonely and alien. Discipline was harsh, and daily life was highly regimented. Aboriginal languages and cultures were denigrated and suppressed. Education and technical training too often gave way to the drudgery of doing the chores necessary to make the schools self-sustaining. Child neglect was institutionalized, and the lack of supervision created situations where students were prey to sexual and physical abusers. Legal action by the schools' former students led to the creation of the Truth and Reconciliation Commission of Canada in 2008. The product of over six years of research, the Commission's final report outlines the history and legacy of the schools, and charts a pathway towards reconciliation. Canada's Residential Schools: The History, Part 1, Origins to 1939 places Canada's residential school system in the historical context of European campaigns to colonize and convert Indigenous people throughout the world. In post-Confederation Canada, the government adopted what amounted to a policy of cultural genocide: suppressing spiritual practices, disrupting traditional economies, and imposing new forms of government. Residential schooling quickly became a central element in this policy. The destructive intent of the schools was compounded by chronic underfunding and ongoing conflict between the federal government and the church missionary societies that had been given responsibility for their day-to-day operation. A failure of leadership and resources meant that the schools failed to control the tuberculosis crisis that gripped the schools for much of this period. Alarmed by high death rates, Aboriginal parents often refused to send their children to the schools, leading the government adopt ever more coercive attendance regulations. While parents became subject to ever more punitive regulations, the government did little to regulate discipline, diet, fire safety, or sanitation at the schools. By the period's end the government was presiding over a nation-wide series of firetraps that had no clear educational goals and were economically dependent on the unpaid labour of underfed and often sickly children.

In From the Iron House: Imprisonment in First Nations Writing, Deena Rymhs identifies continuities between the residential school and the prison, offering ways of reading "the carceral"--that is, the different ways that incarceration is constituted and articulated in contemporary Aboriginal literature. Addressing the work of writers like Tomson Highway and Basil Johnston along with that of lesser-known authors writing in prison serials and underground publications, this book emphasizes the literary and political strategies these authors use to resist the containment of their institutions. The first part of the book considers a diverse sample of writing from prison serials, prisoners' anthologies, and individual autobiographies, including Stolen Life by Rudy Wiebe and Yvonne Johnson, to show how these works serve as second hearings for their authors--an opportunity to respond to the law's authority over their personal and public identities while making a plea to a wider audience. The second part looks at residential school narratives and shows how the authors construct identities for themselves in ways that defy the institution's control. The interactions between these two bodies of writing--residential school accounts and prison narratives--invite recognition of the ways that guilt is colonially constructed and how these authors use their writing to distance themselves from that guilt. Offering new ways of reading Native writing, From the Iron House is a pioneering study of prison literature in Canada and situates its readings within international criticism of prison writing. Begun in the 1870s, it was intended, in the words of government officials, to bring these children into the "circle of civilization," the results, however, were far different. More often, the schools provided an inferior education in an atmosphere of neglect, disease, and often abuse. Using previously unreleased government documents, historian John S. Milloy provides a full picture of the history and reality of the residential school system. He begins by tracing the ideological roots of the system, and follows the paper trail of internal memoranda, reports from field inspectors, and letters of complaint. In the early decades, the system grew without planning or restraint. Despite numerous critical commissions and reports, it persisted into the 1970s, when it transformed itself into a social welfare system without improving conditions for its thousands of wards. A National Crime shows that the residential system was chronically underfunded and often mismanaged, and documents in detail and how this affected the health, education, and well-being of entire generations of Aboriginal children.

At the end of the nineteenth century, Indigenous boarding schools were touted as the means for solving the "Indian problem" in both Canada and the United States. With the goal of permanently transforming Indigenous young people into Europeanized colonial subjects, the schools were ultimately a means for eliminating Indigenous communities as obstacles to land acquisition, resource extraction, and nation building. Andrew Woolford analyzes the formulation of the "Indian problem" as a policy concern in the United States and Canada and examines how the "solution" of Indigenous boarding schools was implemented in Manitoba and New Mexico through complex chains that included multiple government offices, a variety of staff, Indigenous peoples, and even nonhuman factors such as poverty, disease, and space. The genocidal project inherent in these boarding schools, however, did not unfold in either nation without diversion, resistance, and unintended consequences.Because of differing historical, political, and structural influences, the two countries have arrived at two very different responses to the harms caused by assimilative education. Inspired by the signing of the 2006 Residential School Settlement Agreement in Canada, which provided a truth and reconciliation commission and compensation for survivors of residential schools, This Benevolent Experiment offers a multilayered, comparative analysis of Indigenous boarding schools in the United States and Canada.

Forums such as commissions, courtroom trials, and tribunals that have been established through the second half of the twentieth century to address aboriginal land claims have consequently created a particular way of presenting aboriginal, colonial, and national histories. The history that emerges from these land-claims processes is often criticized for being "presentist" - inaccurately interpreting historical actions and actors through the lens of present-day values, practices, and concerns. In Aboriginal Rights Claims and the Making and Remaking of History, Arthur Ray examines how claims-oriented research is often fitted to the existing frames of indigenous rights law and claims legislation and, as a result, has influenced the development of these laws and legislation. Oil, gas, and crime: The dark side of the boomtown

This book addresses the causes of rising crime rates resulting from the rapid population growth and industrialization associated with natural resource extraction in rural communities. In the last three decades of the twentieth century, the environmental movement experienced a quiet revolution. In This is Our Land, Cody Ferguson documents this little-noted change as he describes the efforts of three representative grassroots groups--in Montana, Arizona, and Tennessee--revealing how quite ordinary citizens fought to solve environmental problems. Here are stories of common people who, confronting environmental threats to the health and safety of their families and communities, bonded together to protect their interests. These stories include successes and failures as citizens learned how to participate in their democracy and redefined what participation meant. Digital rubbish: A natural history of electronics

This is a study of the material life of information and its devices; of electronic waste in its physical and electronic incarnations; a cultural and material mapping of the spaces where electronics in the form of both hardware and information accumulate, break down, or are stowed away. Electronic waste occurs not just in the form of discarded computers but also as a scatter of information devices, software, and systems that are rendered obsolete and fail. Where other studies have addressed "digital" technology through a focus on its immateriality or virtual qualities, Gabrys traces the material, spatial, cultural, and political infrastructures that enable the emergence and dissolution of these technologies. In the course of her book, she explores five interrelated "spaces" where electronics fall apart: from Silicon Valley to Nasdaq, from containers bound for China to museums and archives that preserve obsolete electronics as cultural artifacts, to the landfill as material repository. All together, these sites stack up into a sedimentary record that forms the "natural history" of this study. The future of consumer society: Prospects for sustainability in the new economy

Consumer society in the United States and other countries is receding due to demographic ageing, rising income inequality, political paralysis, and resource scarcity. At the same time, steady jobs that compensate employees on a salaried or hourly basis are being replaced by freelancing andcontingent work. The rise of the so-called sharing economy, the growth of do-it-yourself production, and the spreading popularity of economic localization are evidence that people are striving to find new ways to ensure livelihoods for themselves and their families in the face of profound change.Indications are that we are at the early stages of a transition away from a system of social organization predicated on consumerism. These developments have prompted some policy makers to suggest providing households with a non-labor source of income that would enable more adequate satisfaction of their basic needs. These proposals include a universal basic income, a citizen's dividend, and a legal framework for broad-based stockownership in corporations. However, extreme political fractiousness makes it unlikely that these recommendations will receive prompt and widespread legislative endorsement in most countries. In the meantime, we seem to be moving incontrovertibly toward a twenty-first century version of feudalism.How might we chart a different path founded on social inclusiveness and economic security?A practicable option entails establishment of networks of interlinked worker-consumer cooperatives that organizationally unify production and consumer. Such modes of mutual assistance already exist and The Future of Consumer Society profiles several successful examples from around the world. Ifreplicated and scaled, worker-consumer cooperatives could smooth the transition beyond consumer society and facilitate a future premised on sufficiency, resiliency, and well-being.
Living well now and in the future: Why sustainability matters

A philosopher and a scientist propose that sustainability can be understood as living well together without diminishing opportunity to live well in the future. Most people acknowledge the profound importance of sustainability, but few can define it. We are ethically bound to live sustainably for the sake of future generations, but what does that mean? In this book Randall Curren, a philosopher, and Ellen Metzger, a scientist, clarify normative aspects of sustainability. Combining their perspectives, they propose that sustainability can be understood as the art of living well together without diminishing opportunity to live well in the future. Curren and Metzger lay out the nature and value of sustainability, survey the problems, catalog the obstacles, and identify the kind of efforts needed to overcome them. Moral disengagement: How people do harm and live with themselves

How do otherwise considerate human beings do cruel things and still live in peace with themselves? Drawing on his agentic theory, Dr. Bandura provides a definitive exposition of the psychosocial mechanism by which people selectively disengage their moral self-sanctions from their harmful conduct. Constitutional labour rights in Canada: Farm workers and the Fraser case

On 29 April 2011, the Supreme Court of Canada released its much-anticipated decision in Attorney General of Ontario v Fraser, which dealt with the scope of constitutional protection of collective bargaining. The case involved a constitutional challenge to an Ontario statute on the grounds that it violated agricultural workers' freedom of association and right to equality by excluding them from the statutory protection that is available to virtually all other private sector workers and by failing to provide them with alternative legislative support for meaningful and effective collective bargaining rights. Although the Court upheld the constitutionality of the legislation by an eight to one majority, it provided four different, and incommensurable, sets of reasons. For the union that instigated the litigation, Fraseris a defeat. For the labour movement and their advocates, Fraseris ambiguous. What is clear, however, is that the Supreme Court of Canada was badly divided over the scope of protection that freedom of association provides to the right to bargain collectively.

Ghostworkers and greens: The cooperative campaigns of farmworkers and environmentalists for pesticide reform

Throughout the twentieth century, despite compelling evidence that some pesticides posed a threat to human and environmental health, growers and the USDA continued to favor agricultural chemicals over cultural and biological forms of pest control. In Ghostworkers and Greens, Adam Tompkins reveals a history of unexpected cooperation between farmworker groups and environmental organizations. Tompkins shows that the separate movements shared a common concern about the effects of pesticides on human health. This enabled bridge-builders within the disparate organizations to foster cooperative relationships around issues of mutual concern to share information, resources, and support. Nongovernmental organizations, particularly environmental organizations and farmworker groups, played a key role in pesticide reform. For nearly fifty years, these groups served as educators, communicating to the public scientific and experiential information about the adverse effects of pesticides on human health and the environment, and built support for the amendment of pesticide policies and the alteration of pesticide use practices. Their efforts led to the passage of more stringent regulations to better protect farmworkers, the public, and the environment. Environmental organizations and farmworker groups also acted as watchdogs, monitoring the activity of regulatory agencies and bringing suit when necessary to ensure that they fulfilled their responsibilities to the public. These groups served as not only lobbyists but also essential components of successful democratic governance, ensuring public participation and more effective policy implementation.

Like migratory birds, most of Canada's 20,000 'guest' farm workers arrive in the spring and leave in the autumn. Hailing primarily from Mexico, Jamaica, and smaller countries of the Caribbean, these temporary workers have become entrenched in the Canadian labour force and are the mainstay of many traditional family farms in Canada. Many of them make the trip year after year after year. Populism's power: Radical grassroots democracy in America

Uprisings such as the Tea Party and Occupy Wall Street signal a resurgence of populist politics in America, pitting the people against the establishment in a struggle over control of democracy. In the wake of its conservative capture during the Nixon and Reagan eras, and given its increasingubiquity as a mainstream buzzword of politicians and pundits, democratic theorists and activists have been eager to abandon populism to right-wing demagogues and mega-media spin-doctors. Decades of liberal scholarship have reinforced this shift, turning the term "populism" into a pejorative inacademic and public discourse. At best, they conclude that populism encourages an "empty" wish to express a unified popular will beyond the mediating institutions of government; at worst, it has been described as an antidemocratic temperament prone to fomenting backlash against elites andmarginalized groups.Populism's Power argues that such routine dismissals of populism reinforce liberalism as the end of democracy. Yet, as long as democracy remains true to its meaning, that is, "rule by the people," democratic theorists and activists must be able to give an account of the people as collective actors.Without such an account of the people's power, democracy's future seems fixed by the institutions of today's neoliberal, managerial states, and not by the always changing demographics of those who live within and across their borders. The program has been hailed as a model that alleviates human rights concerns because, under contract, SAWP workers travel legally, receive health benefits, contribute to pensions, are represented by Canadian consular officials, and rate the program favorably. Tomorrow We're All Going to the Harvest takes us behind the ideology and examines the daily lives of SAWP workers from Tlaxcala, Mexico (one of the leading sending states), observing the great personal and family price paid in order to experience a temporary rise in a standard of living. Black rights/white wrongs: The critique of racial liberalism

Liberalism is the political philosophy of equal persons - yet liberalism has refused equality to those it saw as sub-persons. Liberalism is the creed of fairness - yet liberalism has been complicit with European imperialism and African slavery. Liberalism is the classic ideology of Enlightenment and political transparency - yet liberalism has cast a dark veil over its actual racist past and present. In sum, liberalism's promise of equal rights has historically been denied to blacks and other people of color. In Black Rights/White Wrongs: The Critique of Racial Liberalism, political philosopher Charles Mills challenges mainstream accounts that ignore this history and its current legacy in self-conceived liberal polities today. Mills argues that rather than bracket as an anomaly the role of racism in the development of liberal theory, we should see it as shaping that theory in fundamental ways. As feminists have urged us to see the dominant form of liberalism as a patriarchal liberalism, so too Mills suggests we should see it as a racialized liberalism. It is unsurprising, then, if contemporary liberalism has yet to deliver on the recognition of black rights and the correction of white wrongs. These essays look at racial liberalism, past and present: "white ignorance" as a guilty ignoring of social reality that facilitates white racial domination; Immanuel Kant's role as the most important liberal theorist of both personhood and sub-personhood; the centrality of racial exploitation in the United States; and the evasion of white supremacy in John Rawls's "ideal theory" framing of social justice and in the work of most other contemporary white political philosophers. Nonetheless, Mills still believes that a deracialized liberalism is both possible and desirable. He concludes by calling on progressives to "Occupy liberalism!" and develop accordingly a radical liberalism aimed at achieving racial justice.

Each year, twelve percent of drivers in the United States are stopped by the police, and the figure is almost double among racial minorities. Police stops are among the most recognizable and frequently criticized incidences of racial profiling, but, while numerous studies have shown that minorities are pulled over at higher rates, none have examined how police stops have come to be both encouraged and institutionalized. Pulled Over deftly traces the strange history of the investigatory police stop, from its discredited beginning as "aggressive patrolling” to its current status as accepted institutional practice. Drawing on the richest study of police stops to date, the authors show that who is stopped and how they are treated convey powerful messages about citizenship and racial disparity in the United States. For African Americans, for instance, the experience of investigatory stops erodes the perceived legitimacy of police stops and of the police generally, leading to decreased trust in the police and less willingness to solicit police assistance or to self-censor in terms of clothing or where they drive. This holds true even when police are courteous and respectful throughout the encounters and follow seemingly colorblind institutional protocols. With a growing push in recent years to use local police in immigration efforts, Hispanics stand poised to share African Americans’ long experience of investigative stops. Reproducing racism: How everyday choices lock in white advantage

This book is designed to change the way we think about racial inequality. Long after the passage of civil rights laws and now the inauguration of our first black president, blacks and Latinos possess barely a nickel of wealth for every dollar that whites have. Why have we made so little progress? Legal scholar Daria Roithmayr provocatively argues that racial inequality lives on because white advantage functions as a powerful self-reinforcing monopoly, reproducing itself automatically from generation to generation even in the absence of intentional discrimination. Drawing on work in antitrust law and a range of other disciplines, Roithmayr brilliantly compares the dynamics of white advantage to the unfair tactics of giants like AT&T and Microsoft. With penetrating insight, Roithmayr locates the engine of white monopoly in positive feedback loops that connect the dramatic disparity of Jim Crow to modern racial gaps in jobs, housing and education. The root of humiliation: Abusive identity checks in France

"Police in France have broad discretion to carry out identity checks even when no wrongdoing is suspected. The stops--known as controle d'identité--can involve lengthy questioning, orders to empty pockets, bag searches, and intrusive pat-downs. Statistical and qualitative research indicates that these checks particularly affect black and Arab young men and boys, subjecting them to frequent humiliating pat-downs without any explanation, in some cases accompanied by insults and physical abuse. Individuals stopped by the police are rarely told the legal basis for the stop, do not receive any written record of the stop, and can face criminal prosecution for bringing complaints. The frequent stops experienced by young black and Arabs suggest that police are engaging in unlawful ethnic profiling--making assumptions about who is more likely to be a delinquent based on appearance rather than on actual behavior.
Stop and frisk: The use and abuse of a controversial policing tactic

No policing tactic has been more controversial than "stop and frisk," whereby police officers stop, question and frisk ordinary citizens, who they may view as potential suspects, on the streets. As Michael White and Hank Fradella show in Stop and Frisk, the first authoritative history and analysis of this tactic, there is a disconnect between our everyday understanding and the historical and legal foundations for this policing strategy. First ruled constitutional in 1968, stop and frisk would go on to become a central tactic of modern day policing, particularly by the New York City Police Department. By 2011 the NYPD recorded 685,000 'stop-question-and-frisk' interactions with citizens; yet, in 2013, a landmark decision ruled that the police had over- and mis-used this tactic. Stop and Frisk tells the story of how and why this happened, and offers ways that police departments can better serve their citizens. They also offer a convincing argument that stop and frisk did not contribute as greatly to the drop in New York's crime rates as many proponents, like former NYPD Police Commissioner Ray Kelly and Mayor Michael Bloomberg, have argued. While much of the book focuses on the NYPD's use of stop and frisk, examples are also shown from police departments around the country, including Philadelphia, Baltimore, Chicago, Newark and Detroit. White and Fradella argue that not only does stop and frisk have a legal place in 21st-century policing but also that it can be judiciously used to help deter crime in a way that respects the rights and needs of citizens. They also offer insight into the history of racial injustice that has all too often been a feature of American policing's history and propose concrete strategies that every police department can follow to improve the way they police. Food production and nature conservation: Conflicts and solutions

Feeding the world's growing human population is increasingly challenging, especially as more people adopt a western diet and lifestyle. This book argues that in order to create a sustainable food supply whilst conserving nature, agriculture and nature must be reconnected and approached together. Prison worlds: An ethnography of the carceral condition

The prison is a recent invention, hardly more than two centuries old, yet it has become the universal system of punishment. How can we understand the place that the correctional system occupies in contemporary societies? What are the experiences of those who are incarcerated as well as those who work there? To answer these questions, Didier Fassin conducted a four-year-long study in a French short-stay prison, following inmates from their trial to their release. He shows how the widespread use of imprisonment has reinforced social and racial inequalities and how advances in civil rights clash with the rationales and practices used to maintain security and order. He also analyzes the concerns and compromises of the correctional staff, the hardships and resistance of the inmates, and the ways in which life on the inside intersects with life on the outside. In the end, the carceral condition appears to be irreducible to other forms of penalty both because of the chain of privations it entails and because of the experience of meaninglessness it comprises. Examined through ethnographic lenses, prison worlds are thus both a reflection of society and its mirror. In Better Must Come, Matthew D. Marr reveals how social contexts at various levels combine and interact to shape the experiences of transitional housing program users in two of the most prosperous cities of the global economy, Los Angeles and Tokyo. Marr, who has conducted fieldwork in U.S. and Japanese cities for over two decades, followed the experiences of thirty-four people as they made use of transitional housing services and after they left such programs. This comparative ethnography is groundbreaking in two ways--it is the first book to directly focus on exits from homelessness in American or Japanese cities, and it is the first targeted comparison of homelessness in two global cities. Marr argues that homelessness should be understood primarily as a socially generated, traumatic, and stigmatizing predicament, rather than as a stable condition, identity, or culture. He pushes for movement away from the study of "homeless people" and "homeless culture" toward an understanding of homelessness as a condition that can be transcended at individual and societal levels. African Americans in Portland were first pushed into Albina and then contained there through exclusionary zoning, predatory lending, and racist real estate practices. Since the 1990s, they've been aggressively displaced -- by rising housing costs, developers eager to get rid of low-income residents, and overt city policies of gentrification. Displacement and dispossessions are convulsing cities across the globe, becoming the dominant urban narratives of our time. In What a City Is For, Matt Hern uses the case of Albina, as well as similar instances in New Orleans and Vancouver, to investigate gentrification in the twenty-first century. Broken Promises of Globalization: The Case of the Bangladesh Garment Industry analyzes the consequences of the latest wave of globalization within the context of the Bangladesh garment industry's integration into world markets and production chains. Shahidur Rahman has found that although globalization has created opportunities, the process of globalization has also triggered a deformed development leaving Bangladesh increasingly vulnerable to shifts and tensions within the world trading regime. Bangladesh's vulnerability, experienced as a constraining framework by all the major actors in dependent industrialization, is of particular importance to the progress both of workers and of Bangladesh's industrializing modernizers in the garment industry. This book intends to respond to three questions. First, has the garment industry been able to counteract the vulnerability that women garment workers had experienced in their villages? Second, is the formation of a welfare committee a substitute model for unions when it comes to protecting women's rights? Finally, how is a Least Developing Country dealing with both domestic and external pressures in its response to globalization? Labour that costs $1.66 an hour in China and 52 cents in India can be had for a song in Bangladesh -- 18 cents. It is mostly women and children working in fragile, flammable buildings who bring in 70 per cent of the country's foreign exchange. Bangladesh today does not clothe the nakedness of the world, but provides it with limitless cheap garments -- through Primark, Walmart, Benetton, Gap.
Unmaking the global sweatshop : Health and safety of the world's garment workers

The 2013 collapse of Rana Plaza, an eight-story garment factory in Savar, Bangladesh, killed over a thousand workers and injured hundreds more. This disaster exposed the brutal labor conditions of the global garment industry and revealed its failures as a competitive and self-regulating industry. Over the past thirty years, corporations have widely adopted labor codes on health and safety, yet too often in their working lives, garment workers across the globe encounter death, work-related injuries, and unhealthy factory environments. Disasters such as Rana Plaza notwithstanding, garment workers routinely work under conditions that not only escape public notice but also undermine workers' long-term physical health, mental well-being, and the very sustainability of their employment. Unmaking the Global Sweatshop gathers the work of leading anthropologists and ethnographers studying the global garment industry to examine the relationship between the politics of labor and initiatives to protect workers' health and safety. Contributors analyze both the labor processes required of garment workers as well as the global dynamics of outsourcing and subcontracting that produce such demands on workers' health. The accounts contained in Unmaking the Global Sweatshop trace the histories of labor standards for garment workers in the global South; explore recent partnerships between corporate, state, and civil society actors in pursuit of accountable corporate governance; analyze a breadth of initiatives that seek to improve workers' health standards, from ethical trade projects to human rights movements; and focus on the ways in which risk, health, and safety might be differently conceptualized and regulated. Unmaking the Global Sweatshop argues for an expansive understanding of garment workers' lived experiences that recognizes the politics of labor, human rights, the privatization and individualization of health-related responsibilities as well as the complexity of health and well-being.
