America Inc. ? Innovation and Enterprise in the National Security State by
For more than half a century, the United States has led the world in developing major technologies that drive the modern economy and underpin its prosperity. In America, Inc., Linda Weiss attributes the U.S. capacity for transformative innovation to the strength of its national security state, a complex of agencies, programs, and hybrid arrangements that has developed around the institution of permanent defense preparedness and the pursuit of technological supremacy. She examines how that complex emerged and how it has evolved in response to changing geopolitical threats and domestic political constraints, from the Cold War period to the post-9/11 era. Weiss focuses on state-funded venture capital funds, new forms of technology procurement by defense and security-related agencies, and innovation in robotics, nanotechnology, and renewable energy since the 1980s. Just War scholarship has adapted to contemporary crises and situations. But its adaptation has spurned debate and conversation--a method and means of pushing its thinking forward. Now the Just War tradition risks becoming marginalized. This concern may seem out of place as Just War literature is proliferating, yet this literature remains welded to traditional conceptualizations of Just War. Caron E. Gentry and Amy E. Eckert argue that the tradition needs to be updated to deal with substate actors within the realm of legitimate authority, private military companies, and the questionable moral difference between the use of conventional and nuclear weapons. Additionally, as recent policy makers and scholars have tried to make the Just War criteria legalistic, they have weakened the tradition's ability to draw from and adjust to its contemporaneous setting. The essays in The Future of Just War seek to reorient the tradition around its core concerns of preventing the unjust use of force by states and limiting the harm inflicted on vulnerable populations such as civilian noncombatants. The pursuit of these challenges involves both a reclaiming of traditional Just War principles from those who would push it toward greater permissiveness with respect to war, as well as the application of Just War principles to emerging issues, such as the growing use of robotics in war or the privatization of force. These essays share a commitment to the idea that the tradition is more about a rigorous application of Just War principles than the satisfaction of a checklist of criteria to be met before waging "just" war in the service of national interest.

Agricultural Price Distortions, Inequality, and Poverty by
The prices of farm products are crucial determinants of the extent of poverty and inequality in the world.The vast majority of the world's poorest households depend to a considerable extent on farming for their incomes, while food represents a large component of the consumption of all poor households. For generations, food prices have been heavily distorted by government policies in high-income and developing countries. Many countries began to reform their agricultural price and trade policies in the 1980s, but government policy intervention is still considerable and still favors farmers in high-income countries at the expense of many farmers in developing countries.What would be the poverty and inequality consequences of the removal of the remaining distortions to agricultural incentives? This question is of great relevance to governments in evaluating ways to engage in multilateral and regional trade negotiations or to improve their own policies unilaterally. 'Agricultural Price Distortions, Inequality, and Poverty' analyzes the effects of agricultural and trade policies around the world on national and regional economic welfare, on income inequality among and within countries, and on the level and incidence of poverty in developing countries. The studies include economy-wide analyses of the inequality and poverty effects of own-country policies compared with rest-of-the-world policies for 10 individual developing countries in three continents. This book also includes three chapters that each use a separate global economic model to examine the effects of policies on aggregate poverty and the distribution of poverty across many identified developing countries.This study is motivated by two policy issues: first, the World Trade Organization's struggle to conclude the Doha Round of multilateral trade negotiations, in which agricultural policy reform is, again, one of the most contentious topics in the talks and, second, the struggle of the developing countries to achieve their Millennium Development Goals by 2015--notably the alleviation of hunger and poverty--which depends crucially on policies that affect agricultural incentives.

Food Systems in an Unequal World by
Pesticides, a short-term aid for farmers, can often be harmful, undermining the long-term health of agriculture, ecosystems, and people. The United States and other industrialized countries import food from Costa Rica and other regions. To safeguard the public health, importers now regulate the level and types of pesticides used in the exporters’ food production, which creates “regulatory risk” for the export farmers. Although farmers respond to export regulations by trying to avoid illegal pesticide residues, the food produced for their domestic market lacks similar regulation, creating a double standard of pesticide use. Food Systems in an Unequal World examines the agrochemical-dependent agriculture of Costa Rica and how its uneven regulation in export versus domestic markets affects Costa Rican vegetable farmers. Examining pesticide-dependent vegetable production within two food systems, the author shows that pesticide use is shaped by three main forces: agrarian capitalism, the governance of food systems throughout the commodity chain, and ecological dynamics driving local food production. Those processes produce unequal outcomes that disadvantage less powerful producers who have more limited choices than larger farmers, who usually have access to better growing environments and thereby can reduce pesticide use and production costs. Despite the rise of alternative food networks, Galt says, persistent problems remain in the conventional food system, including widespread and intensive pesticide use. Facing domestic price squeezes, vegetable farmers in Costa Rica are more likely to supply the national market with produce containing residues of highly toxic pesticides, while using less toxic pesticides on exported vegetables. In seeking solutions, Galt argues for improved governance and research into alternative pest control but emphasizes the process must be rooted in farmers’ economic well-being.

Today managed migration is growing in North America. This mirrors the general growth of migration from poorer to richer countries, with more than 200 million people now living outside their natal countries. Faced with this phenomenon, managed migration enables nation-states to regulate those population movements; direct foreign nationals to specific, identified economic sectors that citizens are less likely to care about; match employers who claim labor shortages with highly motivated workers; and offer people from poorer countries higher earning potential abroad through temporary absence from their families and homelands. Characterized like this, managed migration sounds like the ideal alternative to unregulated, undocumented migration. Unfortunately, as the contributors to this volume describe, managed migration does not always work on the ground as well as it does on paper.

Droves of people have turned to local food as a way to retreat from our broken industrial food system. From rural outposts to city streets, they are sowing, growing, selling, and eating food produced close to home--and they are crying out for agricultural reform. All this has made "local food" into everything from a movement buzzword to the newest darling of food trendsters. But now it's time to take the conversation to the next level. The program has been hailed as a model that alleviates human rights concerns because, under contract, SAWP workers travel legally, receive health benefits, contribute to pensions, are represented by Canadian consular officials, and rate the program favorably. Tomorrow We're All Going to the Harvest takes us behind the ideology and examines the daily lives of SAWP workers from Tlaxcala, Mexico (one of the leading sending states), observing the great personal and family price paid in order to experience a temporary rise in a standard of living. The book also observes the disparities of a gutted Mexican countryside versus the flourishing agriculture in Canada, where farm labor demand remains high. Drawn from extensive surveys and nearly two hundred interviews, ethnographic work in Ontario (destination of over 77 percent of migrants in the author's sample), and quantitative data, this is much more than a case study; it situates the Tlaxcala-Canada exchange within the broader issues of migration, economics, and cultural currents. Beyond the University by
Contentious debates over the benefits--or drawbacks--of a liberal education are as old as America itself. From Benjamin Franklin to the Internet pundits, critics of higher education have attacked its irrelevance and elitism--often calling for more vocational instruction. Thomas Jefferson, by contrast, believed that nurturing a student’s capacity for lifelong learning was useful for science and commerce while also being essential for democracy. Is everything in a university for sale if the price is right? In this book, one of America's leading educators cautions that the answer is all too often "yes." Taking the first comprehensive look at the growing commercialization of our academic institutions, Derek Bok probes the efforts on campus to profit financially not only from athletics but increasingly, from education and research as well. Each year, twelve percent of drivers in the United States are stopped by the police, and the figure is almost double among racial minorities. Police stops are among the most recognizable and frequently criticized incidences of racial profiling, but, while numerous studies have shown that minorities are pulled over at higher rates, none have examined how police stops have come to be both encouraged and institutionalized. Pulled Over deftly traces the strange history of the investigatory police stop, from its discredited beginning as "aggressive patrolling” to its current status as accepted institutional practice. Baumeister argues that relations between men and women are now and have always been more cooperative than antagonistic, that men and women are different in basic ways, and that successful cultures capitalize on these differences to outperform rival cultures. Amongst our ancestors---as with many other species--only the alpha males were able to reproduce, leading them to take more risks and to exhibit more aggressive and protective behaviors than women, whose evolutionary strategies required a different set of behaviors. Whereas women favor and excel at one-to-one intimate relationships, men compete with one another and build larger organizations and social networks from which culture grows. But cultures in turn exploit men by insisting that their role is to achieve and produce, to provide for others, and if necessary to sacrifice themselves. Baumeister shows that while men have greatly benefited from the culture they have created, they have also suffered because of it. Men may dominate the upper echelons of business and politics, but far more men than women die in work-related accidents, are incarcerated, or are killed in battle--facts nearly always left out of current gender debates.
